		<description><![CDATA[No. But not all of us who have worked for years in the Council with Capita looming over us think that this is the most important issue facing us. We have a social care and special needs system that is on verge of collapse and a Review of services coming up that will look to outsource as much as possible.  Capita is a drop in the ocean. a really annoying one, admittedly, but Bailey is obsessed because he thinks it will boost his ego. 
And the idea of me being a &#039;mate&#039; of Bore is laughable, but its interesting that this is the default position of everyone who dares doubt the wise words of Bailey]]></description>
