Cleaner vehicles are commonplace now with the ongoing drive to increase fuel efficiencies so what are they so concerned about? For BMAP to suggest business can have a two stage delivery or dispatch process and remain competitive is wholly ridiculous.

Banning these quangos such as BMAP would be a far better idea.
