		<description><![CDATA[The well established method of devolving power in local government is by allocating neighbourhood budgets. This already happens in Birmingham through community chest at ward level. Precedents for devolution of main local authority functions are not good - there is Walsall in the mid 90s and Albert Bore&#039;s last administration. Yesterday Sir Albert&#039;s administration pulled support for ward advisory boards and ordered district committees to meet in the city centre so officers can attend them. Not an inspiring start.]]></description>
