		<description><![CDATA[Stephen Hughes has pointed out what happens when organisations with more power than the local authority are brought in to provide a &#039;public service&#039;. An organisation as large as Virgin or BT does not need to dance to Birmingham City Council&#039;s tune. In procurement and partnerships we should take into consideration whether supplier businesses are small enough to be responsive to the city&#039;s demands - and whether we&#039;re contributing to a more oligopolistic market or a healthier and truly competitive one. Government drives for public sector efficiency - under this government and the last - have contributed heavily to the oligopoly market model.]]></description>

		<description><![CDATA[I would not be surprised if the editors of a few technical publications take up the issues of the disproportionate influence and power of the main players in the field.

Back in the day specific geographical ares such as central London saw the development of network developers like City Of London Telecomunications COLT which then went on to become a European Network Provider COLT Group.

It could be possible via the Greater Birmingham and Solihull LEP to make up a consortium funded by the government to develop state of the art Internet networks within Birmingham and its region that could be the envy of the world.]]></description>
