Ed Balls’ comment is perfectly reasonable: supporting improved N/S links but not at any cost. And what the series of articles on HS2 showed was just how unformed the arguments for HS2 were – some even going so far as to argue that it would improve freight movements (really? just like that) The fact is that for it to have the much vaunted economic impact work there has to be a lot more investment in associated works, such as urban transfer systems, lines linking up to the high speed line, and none of this seems to have been properly costed. Or you could go for those improvements in transport without HS2 – why not look at the case for that?
