		<description><![CDATA[I am really pleased that Birmingham is benefiting from the wisdom and drive of whom I consider the father British urban regeneration, Lord Heseltine. As someone who was involved in regional urban regeneration for the last 20 year, I have come to see many such ideas, especially AWM&#039;s Regeneration Zones, Technology Corridors (the M42 was one of those!) and cluster strategies, as well as the Housing Market Renewal programme. Most driven by a &#039;single pot&#039; controlled by a board of Local Authority and Business leaders. This leads me to ask: What will be different this time?

Students and followers of British urban regeneration and economic development policies agree on two consistent failing: short-termism and lack of political consensus. Serious economic development need staying power of 20 years plus (not the usual 5-7 years) and political consensus. Can we hope that this time Greater Birmingham will be given the chance to plan for the long-term? I sincerely hope so.]]></description>
