		<description>Slightly more than half the council&#039;s non-schools workforce were NOT paid less than the minimum wage five years ago, as your original article demonstrates.  They were, as you originally stated, paid less than the median wage.  As half the working population is always paid less than the median wage, that is not exactly surprising, or shocking.</description>
