		<description><![CDATA[Curious &#039;new&#039; strategy that puts councillors in an oversight role over the new board. Haven&#039;t councillors been responsible for oversight before? So BCC now admits it has under-funded children&#039;s services, did any councillor draw attention to this? I think not. What an indictment of a council that did so many other things, yes including that new library building.

Sorry this is &quot;more of the same&quot;. Alas yet another, future serious case review will reach the same old conclusions.
