		<description><![CDATA[Sensible planning looks at a range of options and determines the best mix. At present, the HS2 case is being bolstered by reference to local improvements in infrastructure that no-one knows much about. It&#039;s therefore time to set out what these local improvement plans are, when they are due to be implemented, how much they will cost, and how they link up with HS2 - will they only work with it, or are they capable of standing alone? Having got all that information, we can then make a sensible decision about how important HS2 is to the overall mix, and its contribution to regeneration and growth. sadly, though, I rather suspect that these local improvement plans scarcely exist at all, are not properly aligned to HS2 and may be an attractive fantasy - much as the (recently identified) freight argument is - to make HS2 look more rounded and thought out. Please, by all means, prove me wrong - I look forward to seeing references to how local plans for network improvement and HS2 have been worked on and how they tie together.]]></description>
