		<description><![CDATA[BCC is dysfunctional on a variety of fronts. It cannot deal with the current fiscal problems on top of failing services, among other hurdles. 

This has been the case for long enough that special measures ought to be applied. We ought to be looking at options and having an open debate about which method will work best. 

It doesn&#039;t matter much if one calls for a breakup, or a very visible top-to-bottom shakeout, or some other way, so long as we are talking about clearing away the old and replacing it with something new.  

The current leadership seems to have taken the message on board, but they face the inertia of entrenched personnel and a hostile public. Were local government to say &#039;We Quit&#039;, people at Whitehall and across the city would be forced into action. 

I happen to think that a conurbation of several smaller cities could lead the way for a renewed sense of confidence and a level of sensible cooperation across regional services.]]></description>

It seems to be a vehicle for all of Wilshaw&#039;s prejudices. the school inspections are often inaccurate or overlook issues (see Regents Park) and what exactly are they going to say when they come back to inspect social care her next month? there is no magic answer; no saviour to lead Birmingham back to providing a good service. We took on Eleanor Brazil at Govt suggestion after her &#039;success&#039; at Haringey (though recent child death there suggests her changes were not too effective.

As Paul Dale points out the issue is the culture - a rapid turnover of staff, fuelled by low confidence that is rooted in comments like Sir Michael Wilshire&#039;s diatribe - how does that help tackle recruitment? Peter Hay has fantastic experience nationally and in Birmingham and has great leadership capability. It takes a long time to rebuild a culture - undermining that rebuilding with silly comments from London contributes nothing.]]></description>
