There are a number of flaws, notably that the electorate might eject a sitting PCC every five years - so experience might not grow. Or does PX think the staffs of PCC will become more experienced  and as good shepherds guide their flock?

Localism sounds fine until it meets the limits set by HM Treasury, the legislation cascading out of Westminster and Whitehall steady grip on policy direction. PX mentioned local prisons, neglecting the fact that prisoners are moved around England &amp; Wales.

My own fear is that PX wants PCC&#039;s to be burdened with far more tasks, so neglecting their primary role of strategic policy making for the police and being accountable. Note PX in he past has had close links with ACPO, enough said.]]></description>
