		<description><![CDATA[From what I have read to date the Stevens (or IPC) Report is a disappointment. I can understand the criticism of the PCC role, which is magnified a little by Bob Jones&#039;s own stance.

The Stevens Report fails to recognise that choices have to be made now what the police actually do. For example should crime be recorded by the police or another body, like (In)Action Fraud}? The public should be aware what the police CAN do, not what they think might do.

Neighbourhood policing is one of the bedrocks of our policing, it is not THE bedrock. Providing an emergency response, investigation of serious violence, maintaining public order (wide ranging from the mentally ill to rioting) and even harder to define a 24/7 caring service.

Instead the report falls back on the standard options: organisational change (governance and merging for examples), collaboration (yet again) and professionalism etc.

Incidentally many of these options consume considerable police time by those who should be giving attention to the ‘frontline’ and taxpayers money.

Perhaps on reading 225 pgs I will change my opinion, I will let you know.]]></description>
