		<description>interesting how times change with a different political leadership in the city. When Les Lawrence headed up Childrens Services his opposition to Academies was well known and widely supported among Officers.  and yet know with Labour in control this SEN Strategy openly commits itself to encouraging Free Schools to open to address the special needs of Birmingham pupils . 
the development of this Strategy will be interesting. after the failure of the last two Strategies following opposition from parents and special school Heads, this new one was supposed to be based on robust data and following consultation with parents.  However it relies on the merest speculation in terms of data - why as a city we havent got detailed information is a mystery - and cursory consultation and is now being written by an &#039;independent consultant&#039; called Paul Snook.  Wonder which local authority he used to work for ? could it be one which allowed all schools to become academies and which closed an &#039;outstanding&#039; special school?  that sounds remarkably like the same LA that Peter Duxbury came from?</description>
