		<description>One of the principle problems with the previous system was that instead of providing political guidance it just  elongated the management structure.

Cabinet members were forced to maintain a defence of their directorate and generally repeated what they were told by their strategic director. I don&#039;t think that is necessarily too negative as you would hope the strategic director, given how much they are paid, is an expert in that area.

What we really need from politicians is ideas, policy and someone that can really hold directors to account.</description>
